dart enters and remains in or touching the face of the dartboard.

Some vagueness in that.

However

5.5.7 All the wires forming the doubles and trebles segments, inner and outer centre rings
which together form the “Spider”, shall be affixed to the face of the dartboard in
such a manner that they lie flat on the face of the dartboard and feature no gaps or
splits.

So by the rules the wires form the segments and wire should be flat against the board so I assume they judge it as an anomaly to pass under a wire.

But yes

5.4.8 The Referee shall act as an umpire in all matters pertaining to these General Playing
Rules when conducting a Darts Event and shall, if it is necessary, consult with Scorers
and other Officials before announcing any decisions during the course of Match play.

As I recall, Edgar did a video including that image and had Bevins answer questions. He was same as Binks on that one.

I think the answer I would give if asked would be somewhere on the lines of "if the dart goes under the wire, thereby passing from the first segment to the second, it clearly must have at some point entered the first segement before going under the wire, hence it entered the first segment first and is therefore scored on that.
